摘要:
数字化是数字经济时期农业的新转向,在发达地区已有应用和发展。对于中国西部的民族地区而言,数字化带来的是更大的发展鸿沟还是新机遇?文章针对西部高高原地区生态农业数字化的理塘现象,通过实地调查,收集并分析农业公司、政府部门等的政策文件、规划文本、网站信息等多源文本资料,并结合经济地理学的制度视角,构建自然环境-市场-制度-技术(EMIT)四维分析框架,讨论县域农业数字化的动力机制。研究认为:理塘农业数字化具有3个典型特征,即全链条数字化、多主体推动、区内外协同。高高原地区的特殊自然环境塑造了理塘农业数字化的约束条件和优势基础。相对于市场和技术两大因素,地方制度与组织因素的重要性更显突出。嵌入国家和地方制度的企业家精神,推动了农业数字化技术更新与区外差异化市场开拓,是理塘传统农业实现“路径突破”、启动农业数字化的重要力量。此外,在欠发达地区农业数字化转型中,外部支持不可或缺。然而,如何将其转变为持续的内在动力,本地企业家人才资源以及农户的人力资本增长将是关键所在。
